Local government reform sets council on a new path

Christchurch City Council is exploring options for the reorganisation of Canterbury councils, after the Government asked for proposals to simplify local government.
On May 5, the Government announced the Head Start Pathway, giving councils until early August to submit voluntary proposals for local government amalgamation within their region.
The reform’s intent is to create unitary authorities, which will be responsible for the work a council currently does, and the work of regional councils.
Mayor Phil Mauger says that while a unitary model is the ultimate outcome of the reform, there is flexibility in how Waitaha Canterbury can be organised.
“The key now is working together. That means sitting down with neighbouring councils, mana whenua, and all stakeholders to have the necessary conversations.
“A strong model will support local identity and voice, while building the regional capability our communities need.”
The Council will invite residents to share their views regarding priorities, concerns, and expectations for future changes to local government this week in the form of an online questionnaire.
“We will be engaging with our community as they need to be a part of the conversation.”
However, Mayor Mauger says the Council needs to move from conversations to direction quickly before August.
If councils are unable to provide a suitable proposal via the Head Start process, an interim body will be put in place by Government in 2028 to govern regional functions and facilitate reorganisation.
Proposals under the Head Start Pathway will be assessed by the Government on deliverability, supports the new planning system, simplifies local governance, economies of scale, and maintains local voice.
Legislation to reform local government will be implemented before local body elections in 2028 at which point regional councillors will not be re-elected.
